Mr. Eric Howard was the founder of the Fulbright Academy of Science & Technology. He has been building bridges between leaders interested in science, technology and business for over fifteen years. His interest in the global Fulbright community stemmed from his own experience as a Fulbright scholar to West Germany in 1989-90, where he conducted research at the University of Bonn in regional planning and sustainable development. His academic work explored the intersection of geology, land use and climate change.

He started his professional career as an Information Officer at the IUCN-World Conservation Union’s Environmental Law Center in Bonn, Germany, where he served as information officer in the law and policy library during the two years leading up to the 1992 Earth Summit in Rio and the signing of the UN Climate Convention. Since Bonn, much of his work has focused on managing programs and directing non-profit organizations with a focus on science and technology innovation and environmental conservation. 

Immediately prior to founding the Fulbright Academy, he was executive director of the Maine Wood Products Association for five years, working primarily on economic development issues for small businesses. During this time, he accompanied Governor Angus King on trade missions to Mexico and Germany and testified before the US Congress on forest-based economic development. He was appointed to two State of Maine advisory committees, charged with developing a new land management policy for the State's 575,000+ acres of public lands and developing policies on pollution prevention. He also chaired the Food & Agriculture Technology Board of the Maine Technology Institute, a state-financed entity that provides grants to individuals and businesses for development and application of new technologies. 

Mr. Howard has spoken at conferences and led workshops around the globe, including Germany, Morocco, Qatar and Singapore. He is a member of IUCN Commission on Education & Communication (2009-2012) and was co-editor of The Sourcebook for Conservation and Biological Diversity Information (1995) and was the contributor of the section on Soil/Desertfication to the Yearbook of International Environmental Law for eight years (1992-2000).  He has written or co-authored numerous reports on natural-resource based economic development, corporate environmental management and public participation in policy-making. He has worked as a consultant with the United Nations Environment Program, the US Agency for International Development, the UN Biodiversity Convention Secretariat, the Academy of Board Certified Environmental Professionals and other national and local organizations.

Mr. Howard earned a B.A. with Honors in Geology from Wesleyan University and a Master of Environmental Management degree with a focus on resource economics and policy from the Nicholas School of the Environment at Duke University. He studied business management at Georgetown University and was enrolled in the PhD program in Natural Resources and Earth Systems Science at the University of New Hampshire. In addition to his Fulbright scholarship, he was a Conservation Fellow at World Wildlife Fund (WWF-US) and a National Network for Environmental Management Studies (NNEMS) Fellow with the US Environmental Protection Agency. He has lived and worked in Germany, Switzerland, Belgium, Bosnia, Panama and the USA. He served on the Board of Directors of the (US) Fulbright Association from 1994-1999, and has been active in the non-profit community in Maine for fifteen years.

FAST Interns

The Fulbright Academy regularly has recent Fulbright grantees as interns, based either at the Academy's office or off-site: living in the United States or in other countries. The intern program was started in 2006 by a donation from Booz Allen Hamilton.  FAST is seeking individuals or corporations to sponsor future interns (about $600/month).

For example, Rafael was a Peruvian lawyer who wanted to get out of law and so came to Boston University in 2005 on a Fulbright to study communication. In 2005l, he announced on a Fulbright Listserv that he was looking for a video project. We replied – you can do a DVD for FAST. In March 2006, we flew him to Berlin for our conference, where he collected 7+ hours of footage. He edited that footage to make a DVD/documentary about the conference and the Academy. This DVD is being used to promote FAST and to solicit donors/sponsors for future conferences and programs. (Click here to see the videos.)

Zeeshan is a Pakistani who came to Florida Institute of Technology in 2005 on a Fulbright to study information technology & human behavior. Shortly after his arrival, he announced on the Fulbright Listserv that he wanted to publish a collection of essays written by Fulbrighters about their experiences in the US.  Several collections of essays are now available on Amazon.com, and most of them have been are supported by FAST through our Fulbright stories project.  In 2008, Zeeshan came to Maine for two weeks to assist with computer/IT issues.
